Tal D. Moore founded ElmHawk Consulting, LLC in March of 2015. The firm serves Tribal Governments and Tribal Enterprise in areas of healthcare; education; gaming; hospitality and government operations. Services focus on Strategic Planning; Human Resources/Organizational Development Assessments; HR Departmental Realignment; Elected Official Orientation; HR Policy Development; and a number of training programs.
Prior to launching the consulting firm, Tal served as the Chief Administrative Officer responsible for Tsehootsooi Medical Center and NahataDzill Health Clinic; both entities are subsidiary of the Fort Defiance Indian Hospital, Inc. (FDIHB) located on Navajo Nation. Mr. Moore joined the hospital as part of the team leading the PL 93.638 Self Determination initiative from Indian Health Services.
Before joining FDIHB, Tal served Falmouth Institute as Director of Consulting and Business Development for nearly 10 years. In this capacity he served more than 175 tribal governments and enterprise in areas of: Organizational Development; Human Resources and Leadership training and systems implementation.
Tal began working in Indian Country over 25 years ago while teaching at the University of Central Missouri in the area of Consumer Sciences.
Mr. Moore is serving his fourth elected term as President of the National Native American Human Resource Association. NNAHRA was founded 19 years ago and has over 950 members representing nearly 350 tribal governments and their enterprise.
